  • 00:02:42I'll give a brief TAC update. We'll go through our ERCOT
  • 00:02:46reports. We will talk about
  • 00:02:491240 711 80 was added
  • 00:02:54based on our vote last month on the
  • 00:02:57associated PGRR107. And so you'll see that
  • 00:03:00four of those back for IA review. We have
  • 00:03:04language review on one new PGRR119.
  • 00:03:08We have a couple items that are tabled that will likely remain
  • 00:03:12tabled under item nine.
  • 00:03:16Under item ten, we will probably be able to move forward those single
  • 00:03:20model rrs. And then we will
  • 00:03:23go into all of our working group updates. OWG,
  • 00:03:26Plwg,
  • 00:03:30DWG, do our combo
  • 00:03:33and then finish up with the rest of the working groups. IBrWg,
  • 00:03:36pbcwg, Sswg, oTwg,
  • 00:03:40Blackstart working group. And then Suzy has an
  • 00:03:43update on us since we've got membership and elections coming
  • 00:03:47up soon. And I did wanna look at our open action
  • 00:03:50items list as we're drawing closer to the year.
  • 00:03:54Alex and I have done a preliminary review prior to this meeting and
  • 00:03:58we think that there is a good chance that we can get
  • 00:04:01some of these wrapped up. And so we would.
  • 00:04:05We would love to do that and have a, you know, close to clean,
  • 00:04:08safe for the end of the year. And with that,
  • 00:04:12I think we can go back to the top of the agenda.

  • 00:04:59So for those of you that missed it the first couple
  • 00:05:03hours, we're really talking about the
  • 00:05:06stakeholder process and communications and, you know,
  • Clip 4 - Technical Advisory Committee TAC Update Katie Rich
    00:05:10things like changing the voting structure or the
  • 00:05:13segment structure at the subcommittee level.
  • 00:05:18Nothing, you know, formally was decided TAC. Take it up
  • 00:05:22at their October meeting again. So if you missed
  • 00:05:26this last one, I would encourage you to tune in to the next TAC meeting
  • 00:05:30just to make sure we're all in the loop on, you know, potential changes
  • 00:05:35to the process.
  • 00:05:38And then, oh, I would report that,
  • 00:05:41you know, TAC already asked for input from the subcommittees
  • 00:05:45on some of the, you know, items to highlight at the board.
  • 00:05:49So I guess that's one improvement that they've already started
  • 00:05:52to implement.
  • 00:05:55So that's good.
  • 00:05:58Good to see that they're getting a little more information on what we're up
  • 00:06:01to. And then TAC approved NPRR1244
  • 00:06:06and the associated NOGRR263, which was on our agenda
  • 00:06:09last time. And they also approved the as methodology.

  • Clip 5 - ERCOT Reports
    00:06:24for a bit. We do have our three reports, starting with our operations report.
  • Clip 5.1 - Operations Report Alex Lee
    00:06:33Thank you, Katie. Good morning, Ross. This is Alex Lee from ERCOT.
  • 00:06:37For the month of August. The unofficial peak demand was
  • 00:06:4185,199 mw
  • 00:06:45on August 20 hours ending 18, which was
  • 00:06:48309 megawatt less than previous 2023
  • 00:06:52years. Peak demand of 85,508 megawatt on August
  • 00:06:5610, 2023. ERCOT also set
  • 00:07:00the solar generation record of 20 gigawatts,
  • 00:07:0320,836 megawatt on August 19.
  • 00:07:07There were three frequency bands, all of which were
  • 00:07:10due to unit trips, and frequency was recovered quickly within few
  • 00:07:14minutes. There was no ECRS event
  • 00:07:18and no RRS event, and there was also no DCT
  • 00:07:23curtailments. In August.
  • 00:07:25There were 34 h rock commitments,
  • 00:07:29mostly for system capacity, except for a few instances
  • 00:07:32where caught up to secure reliability on the e
  • 00:07:36underscore Paspiol and one instance to
  • 00:07:39meet the minimum runtime of a generator. There were two
  • 00:07:43OCN operating condition notice issued due
  • 00:07:46to extreme hot weather for August 7 to 8th and
  • 00:07:50August 18. To 20th, there were three advisories
  • 00:07:54issued for GMD disturbance of k seven
  • 00:07:58or higher. The table below shows the
  • 00:08:01congestions on gtcs in August,
  • 00:08:05where e Pasp and the part of the star
  • 00:08:08had the highest number of days. Suggestions with
  • 00:08:12that, I'll open the floor for any questions.

  • Clip 5.2 - System Planning Report Ping Yan
    00:08:31Thanks, Katie. Good morning, everyone. This is Ping Yin with RCAd
  • 00:08:35grid planning. So, for this month's system planning report,
  • 00:08:39I do want to briefly talk
  • 00:08:43about the. So we have the 765
  • 00:08:49kV preliminary plan presentation
  • 00:08:53at the September RPG meeting,
  • 00:08:57and ERCOT plans to continue
  • 00:09:00the discussion at RPG as well.
  • 00:09:04So for this coming month,
  • 00:09:06October RPG meeting, ERCOT plans to bring back
  • 00:09:10the 765 kV discussion.
  • 00:09:13And if you are interested, please stay tuned to
  • 00:09:17the RPG meeting. So that's all I have
  • 00:09:20now. I'll be more than happy to answer any questions you may have.
  • 00:09:32Were there other reports you just wanted to
  • 00:09:35highlight for folks that are coming back next month, like the economic
  • 00:09:40report or anything like that? Some of the things that come up at
  • 00:09:44the end of the RPG meetings.
  • 00:09:49So, Katie, you mean the. Like the. Our annual report
  • 00:09:53on the RTP and the economic analysis?
  • 00:09:57Yes, ma'am. Yeah. So all those
  • 00:10:01reports. So currently, ERCOT, this year
  • 00:10:04we are going to publish the regular annual regional transmission
  • 00:10:08plan report and which will include the economic analysis.
  • 00:10:12Analysis. We are going to include the congestion cost
  • 00:10:16savings test in the report for the
  • 00:10:20information to the market participant. And also
  • 00:10:24this year, we are also developing the LTSA long term system
  • 00:10:28assessment report and also the grid reliability
  • 00:10:32and resiliency report. So all three reports are going
  • 00:10:36to be released at the end of December,
  • 00:10:40but during the period of time between now and
  • 00:10:44December, ERCOT does plan to bring preliminary
  • 00:10:48results to RPG for discussions.
  • 00:10:51Right now, we haven't set which
  • 00:10:57date we are going to bring all the preliminary results
  • 00:11:01yet, but that's our plan.
  • 00:11:09Thank you, Ping. I just wanted to make sure, you know, folks don't normally
  • 00:11:13turn in tune into rpg that those items are
  • 00:11:17on the table. So thank you for your update.

  • 00:11:24Okay, one more ERCOT report. We've got a TSAT
  • 00:11:28implementation schedule update.
  • 00:11:36Hey, good morning, everyone. See Aaron, if you can open that
  • 00:11:40power or. Yeah, PowerPoint for that.
  • Clip 5.3 - Online TSAT Implementation Schedule Update Douglas Bernhoft
    00:11:44Okay, here we go. Hey, good morning, everyone. My name is Doug Bernhoff.
  • 00:11:48I'm with operations engineering support at ERCOT, and I'm here to
  • 00:11:51give you guys an update on the real time implementation TSAT. I'll go
  • 00:11:54to the next slide. So currently
  • 00:11:58we have two scenarios, the East Tex and the Raymondville Rio Hondo,
  • 00:12:01commonly called RVRH, running as monitoring only
  • 00:12:05in our real time production system if they've actually been running
  • 00:12:09since July 10 of this year. We've spent part of that time dealing with
  • 00:12:12the technical issues of running TSAT in real time, and then we've spent the
  • 00:12:16bulk of that time just monitoring for reliability and accuracy
  • 00:12:20of these TSAT results. Speaking of that, we have seen good agreement
  • 00:12:24between the online TSAT results and the offline studies that we currently use for
  • 00:12:28the limits. With the exception of there's like real time voltage coordination
  • 00:12:32issues. TSAT's sensitive to that, but obviously an offline study
  • 00:12:36can't see a real time issue. Go to the next slide, please.
  • 00:12:41Our plan to implement for East Tex and Raymondville Rio
  • 00:12:45Hondo is to begin using the actual TSAT limits on November 5.
  • 00:12:49We will submit an actual market notice at least one week prior
  • 00:12:53with the official date and time for online TSAT implementation.
  • 00:12:58And we are currently testing additional TSAT scenarios for
  • 00:13:01more gtcs within the ERCOT system. And as we have
  • 00:13:05updates on that, we'll come back to the stakeholders and let you guys know what's
  • 00:13:08going on. I have time now for questions, but I
  • 00:13:12didn't put my email on here. But if anyone does have TSAT questions outside this,

  • 00:13:50I think we just started hearing the tail
  • 00:13:53end of your question. Could you repeat that? Oh,

  • 00:14:00what you meant by that.
  • 00:14:04Results were generally consistent with your expectations.
  • 00:14:08Does that mean that you're finding that you would be implementing lower
  • 00:14:11limits? No, the limits would remain
  • 00:14:15for, like I said, the most part we're seeing the limits would actually remain the
  • 00:14:19same as they are real time right now.
  • 00:14:22Okay. Yeah. And I thought that
  • 00:14:26part of the TSAT implementation was to be
  • 00:14:30focused on some of the areas
  • 00:14:35where you're seeing the most impact from renewables. Are those some of
  • 00:14:39the, some of the scenarios
  • 00:14:42that you're planning on studying next? Yes,
  • 00:14:45sir. Yeah, we have two additional scenarios in testing
  • 00:14:49right now, and we're looking at expanding it since
  • 00:14:53this is going to be kind of new for us. We started with the east
  • 00:14:55Tex, Raymondville Rio Hondo because those were the ones that were the most straightforward
  • 00:14:59to implement but we'll continue to actually expand this to
  • 00:15:03more gtcs after we do thorough testing, of course.

  • 00:15:25Hi. I was just wondering if you have a schedule for which
  • 00:15:29gtcs you might be considering and testing next.
  • 00:15:33Specifically interested in where the Westex GTC
  • 00:15:38might fall in this. It has such significant impact.
  • 00:15:42Unfortunately, I do not have a schedule at this time. I know the
  • 00:15:45West Tex is a very large, complicated TSAT scenario,
  • 00:15:49so that 1 may. Well, I don't want, I don't want to speak. The operations
  • 00:15:53stability analysis team is evaluating which ones to work on next.
  • 00:15:57So I don't want to speak for them, but,
  • 00:16:00yeah, I don't currently have a schedule, but if
  • 00:16:03I can talk with them, I'll get back with you guys. Okay, thank you.

  • 00:16:18Thanks for the update on this topic.
  • 00:16:22I was curious to kind of dig into more on the
  • 00:16:26fact, what you mentioned about, that the results from TSAT
  • 00:16:29were fairly consistent with what you were expecting.
  • 00:16:33Not being very familiar with this aspect,
  • 00:16:37I was curious. In my mind,
  • 00:16:41the offline calculations are typically
  • 00:16:45more conservative because you're dealing with a lot more unknowns as you
  • 00:16:48open it up to real time. You think that the TSAT based limits
  • 00:16:52will be a lot higher than, maybe not too high, but higher
  • 00:16:56than what you have in the offline version. And that's kind of the benefit of,
  • 00:17:00of going with the online TSAT version to determine
  • 00:17:04these limits. So I was wondering if you can share some more
  • 00:17:07on that, on your experience on comparing
  • 00:17:11those two and if that was the correct way to think
  • 00:17:15about this. So from the testing we've done
  • 00:17:19so far, it's really looked like the.
  • 00:17:23Did you come on mute? Did you want to answer that? Yeah. Can you

  • 00:17:35I think the reason we try to use TSAT
  • 00:17:38is we try to use a real time information
  • 00:17:42to have the most accurate limit.
  • 00:17:46So it's not like always TSAT limit will be higher than,
  • 00:17:51than PSG. I think Doug already mentioned, like,
  • 00:17:55sometimes we have some, like a
  • 00:17:59switch on capacitor or reactor settings.
  • 00:18:03It's not always like T cell limit will be high.
  • 00:18:06Sometimes T cell min could be low.
  • 00:18:11Yeah. Yeah, that's, that's helpful.
  • 00:18:15I guess I was just thinking back from my, from a
  • 00:18:18typical, I guess in the old days. Right.
  • 00:18:22Your lookup tables will be based on kind of your worst
  • 00:18:25case scenario, and then in real time, you'll obviously have more intel
  • 00:18:29about the situation. But I understand how you
  • 00:18:33all are approaching it, and I also acknowledge that
  • 00:18:36it can be higher or lower based on the
  • 00:18:40scenario and situation. So thanks for that
  • 00:18:46additional information.

  • 00:19:12maybe 85, 90% of what the expected rate would be.

  • 00:19:19the new calculations in real time using TSAT?
  • 00:19:23Or potentially,
  • 00:19:27if you're referring to the discount factor that the operators put in,
  • 00:19:31I would still expect that. Yes, sir. Okay. Expect that to stay about the
  • 00:19:35same. Okay? Yes, sir. Yeah, yeah. I would not expect that discount factor
  • 00:19:38the operators used to change at all. Okay. Thank you.

  • Clip 6 - New Protocol Revision Subcommittee PRS Referrals Vote Katie Rich
    00:20:01All right, that takes us on to item number
  • 00:20:05six. We had a PRS
  • 00:20:09referral of 1247. This is
  • 00:20:12the incorporation of the congestion cost savings
  • 00:20:16test that if you were listening closely,
  • 00:20:20Ping mentioned that they would be including in their annual RTP
  • 00:20:25study this year. That comes out in December.
  • 00:20:29We did have PLWG
  • 00:20:33look at this. One thing I want to mention
  • 00:20:37so that everyone is aware at TAC,
  • 00:20:42PUC staff wanted an update
  • 00:20:45from PRS this month about
  • 00:20:49why this NPRR remains tabled.
  • 00:20:54So I don't want to preempt, Dylan, your PoWG
  • 00:20:59update, but was wondering if you could give us a. A flavor
  • 00:21:02for your discussion last month
  • 00:21:06and maybe where you think it's headed.
  • 00:21:16Sure thing. Katie, this is Dylan. Can you hear me?
  • 00:21:20We can't. Go ahead. Thanks. Great. Okay, great. Thanks for
  • 00:21:24Erin bringing up that slides. Here's a slide out of the PoWG update.
  • 00:21:28We did take it. It hasn't been formally assigned.
  • 00:21:31So. So maybe not everybody knew that it was
  • 00:21:34discussed at PLWG this month. So we did. We did take it up
  • 00:21:39for discussion with the. With the folks that were there to participate.
  • 00:21:44And ERCOT did present their draft white paper, which is posted on
  • 00:21:47the PLWG event page for last
  • 00:21:51meeting September 24, that does provide
  • 00:21:55the details on how the cost savings test will be performed.
  • 00:21:59There was discussion on that based on
  • 00:22:02one of both criteria being required to have a project approved
  • 00:22:06and assessing indirect, direct and indirect costs and benefits of a
  • 00:22:10project. So there was some discussion on it. We did
  • 00:22:13table it pending further review and formal assignment
  • 00:22:19and follow up discussion.
  • 00:22:24Is that what you're looking for, Katie? Yeah.
  • 00:22:27Thanks, Dylan. Do you feel like there were any sort of
  • 00:22:32sticking points or where the
  • 00:22:35discussion was going next? I think
  • 00:22:39folks are wanting more information and wanting to discuss it
  • 00:22:42at least one more time. It was asked
  • 00:22:46to be tabled.
  • 00:22:53I don't know if maybe Ping has any memory
  • 00:22:57of specifics sticking points that.
  • 00:23:04So from ERCOT side, we also participated
  • 00:23:08in the two discussions at the two POWG meetings.
  • 00:23:12So the general feedback we
  • 00:23:16received is more details are needed. That's why
  • 00:23:19ERCOT presented the draft white paper last month
  • 00:23:23to provide those additional details. And also we
  • 00:23:27received the comments that certain clarifications are
  • 00:23:31needed, which ERCOT is currently working on
  • 00:23:35the reply comments to address those
  • 00:23:39additional clarifications that's needed. So ERCOT
  • 00:23:42does plan to get ERCOT
  • 00:23:46reply comments posted before the POWG meeting and
  • 00:23:50so that POWG can review this
  • 00:23:56archive comments and decide whether it addresses
  • 00:23:59other concerns.
  • 00:24:03And we do have notes posted on the
  • 00:24:07POWG event page if anybody wants to read some more
  • 00:24:11specific discussion that was captured.
  • 00:24:20Thank you, Dylan and Ping. And your next meeting is October
  • 00:24:2416. So ping, you're thinking
  • 00:24:27that you would get comments filed ahead of that meeting? Yes, that's correct.
  • 00:24:32Okay, perfect. And I will say October 16,
  • 00:24:36we're the, we're looking at that. They are.
  • 00:24:40Our meetings typically follow RPG. And if you've been
  • 00:24:44tracking RPG and what happened last month, the RPG
  • 00:24:49agenda is so long and the PLWG agenda
  • 00:24:52is so long, you can't really fit those two meetings in one day.
  • 00:24:56So I think that October 16 date
  • 00:25:00is scheduled after RPG, but we may be slipping
  • 00:25:03that just to get the full agendas in.
  • 00:25:08No, that makes sense. Dylan, that was a completely packed RPG
  • 00:25:13agenda. I know they kind of started rolling ahead of schedule,
  • 00:25:17but yeah, it was still, you know, mid afternoon,
  • 00:25:20so totally understand on that. So. Okay.
  • 00:25:24But we will have something this
  • 00:25:28month, somewhere around that. I just wanted
  • 00:25:32to make sure I knew what a target was for,
  • 00:25:35you know, PRS, which will come up before that meeting.
  • 00:25:40Sorry, she had a question on timing. Go ahead. Yeah. So just to
  • 00:25:44be clear, this would go back to PLWG on
  • 00:25:48the 16th or some date around
  • 00:25:52that time, and then would it, would it come,
  • 00:25:55it would still come back to us then in November and then
  • 00:25:59go to PRS in November. Is that
  • 00:26:02the idea? Well, we will need to take
  • 00:26:06formal action. I mean, I guess we don't have to take formal action, but it
  • 00:26:10would be nice to take formal action and refer it over to them. So I
  • 00:26:13think we've got that step to do. But yes,
  • 00:26:16your thoughts on the timing are correct. Right. And that
  • 00:26:20still gives time for ERCOT to incorporate it into the
  • 00:26:24RTP. Yeah, I mean, it sounds like what
  • 00:26:27Ping was saying is they are already going to include it,
  • 00:26:31even absent the approval of 1247.

  • 00:26:38This is Ping and wizard, Kat. So one thing I do want to point
  • 00:26:41out, even though in RTP we are going to include
  • 00:26:45the testing results from this new criteria ahead
  • 00:26:50of the approval of this NPRR.
  • 00:26:53However, for the regional planning group process,
  • 00:26:57the ERCOT independent review,
  • 00:27:01in order for project to be approved based on the
  • 00:27:05new criteria, this particular NPRR
  • 00:27:09needs to be implemented to be able to get
  • 00:27:13that the additional economic projects
  • 00:27:17that market participants may submit to get to be
  • 00:27:20endorsed.
  • 00:27:29Yeah, thanks for. Thanks for that clarification. That was my understanding based
  • 00:27:33on a prior meeting. Okay, so now
  • 00:27:37that we have a lay of the land, Erin, we can
  • 00:27:41go back to the agenda so that we can try
  • 00:27:44to take some formal action on this one.
  • 00:27:50So to me, it would make the most sense to
  • 00:27:54table it here and refer it over to PLWG

  • Clip 7 - NPRR1180, Inclusion of Forecasted Load in Planning Analyses Possible Vote Katie Rich
    00:28:26Okay, that takes us on to
  • 00:28:29NPRR1180. And I know that Ross
  • 00:28:33approved this last year. The reason
  • 00:28:37it was asked to be put back on the agenda
  • 00:28:40is that ERCOT filed comments at the end of
  • 00:28:44August on this NPRR as well as
  • 00:28:49PGRR107. So NPRR1180
  • 00:28:53was approved at PRS last month. So it will be coming
  • 00:28:57back for IA review this month.

  • 00:35:26comments in each of those to make some tweaks
  • 00:35:30to the proposed language beyond
  • 00:35:35the initial proposed language that we had. And that's we've made those comments
  • 00:35:39in kind of this entire package of revision
  • 00:35:43requests. And the general idea of the comments is that
  • 00:35:47we had originally considered adding in places that referred
  • 00:35:51to generation or generator,
  • 00:35:54lowercase and energy
  • 00:35:59storage. But upon further review,
  • 00:36:02I think we felt like it wasn't necessary to
  • 00:36:07add or energy storage after
  • 00:36:10those references throughout because the
  • 00:36:13default interpretation should be that references to
  • 00:36:17lowercase generator or generation includes
  • 00:36:20energy storage. So would
  • 00:36:24just request if, if Ross is going to move
  • 00:36:28these forward, if y'all would
  • 00:36:32be open to doing it with the modifications proposed in ERCOT's
  • 00:36:36comment filings.

  • 00:39:48of their total load for the load shed, it would go up to 2.75.
  • 00:39:52So if you haven't looked at that, it's worth a look. Pretty interesting

  • 00:41:30Brian, can you give us a flavor for what's included in those comments?
  • 00:41:34So I think at a very high level, we kind
  • 00:41:38of, in general, we agree with uncle's comment
  • 00:41:43and we probably also some
  • 00:41:47kind of more details on the. I would say, for example,
  • 00:41:54we want to be, I would say, clear about the inclusion
  • 00:41:58exclusion on the low shader calculations. I think later
  • 00:42:02sound, I'll say high level language in the
  • 00:42:06current draft, we probably want to put some language to
  • 00:42:09clarify how exactly that one should be calculated or be used.
  • 00:42:15In addition, we have some comments
  • 00:42:19on the ramping
  • 00:42:22as well. So those are the one we expect
  • 00:42:27intent is try to codify it.
  • 00:42:30I don't expect. We have major difference
  • 00:42:35on the principles and the concept. And we do have one
  • 00:42:39communication. We are going to make a comment,
  • 00:42:42just try to align with the previous approved
  • 00:42:46language. So that's the intent for this
  • 00:42:50one.

  • 00:43:03under OWG's purview to take a look at,

  • 00:43:36more about them, but I've raised a concern with ERCOT and
  • 00:43:40golden spread that there doesn't appear to be an explicit
  • 00:43:43requirement for a remote control disconnection
  • 00:43:47device for a BECL connected at a
  • 00:43:50DSP level. And it's my understanding that ERCOT would
  • 00:43:54like to have a remote disconnection
  • 00:43:57of v ECls to comply with paragraph three e of
  • 00:44:01the NPRR. So we'd like to see something,
  • 00:44:06some language addressing this. And if you look in
  • 00:44:09the unrelated PGRR115, which is paired with 1234
  • 00:44:15NPRR1234 for large loads, there's an explicit requirement
  • 00:44:19in section nine 2.5 that we'd
  • 00:44:23like to see possibly mirrored for these v ecls.
  • 00:44:27So, Fred, I don't know if you have any comments related
  • 00:44:31to that concern or if you wouldn't mind. You know, we can
  • 00:44:34get offline and talk more about it, but just wanted to
  • 00:44:38let the group know where we stand on it.

  • 00:47:17I haven't heard a lot of discussion around the load ratio share
  • 00:47:21calculation and how that relates to tcos recovery
  • 00:47:26rates for these different entities,
  • 00:47:31because what I see here is a 0.39 versus a 2.74,
  • 00:47:35which to me directly relates to how much tecos recovery would be
  • 00:47:38given. And so that then leads me
  • 00:47:42to think about transmission projects that would be needed
  • 00:47:45to serve these BeCL loads and
  • 00:47:49the recovery mechanisms for those. So has any discussion,
  • 00:47:53has there been any discussion around that aspect of this?
  • 00:48:15Okay, I'm hearing silence. So should there be discussion around that topic?
  • 00:48:19And where would that discussion happen?

  • 00:49:32We had some concerns with that because of
  • 00:49:37the safety aspects of use of that,
  • 00:49:40that equipment. And so we added
  • 00:49:44some language that said that there
  • 00:49:47would be some notice and there would also be,
  • 00:49:52according to good utility practice,
  • 00:49:57operating breakers as such.
  • 00:50:01Now, we're not necessarily registering
  • 00:50:05as the BECL, but I think
  • 00:50:10it's something we need to be very careful with because there
  • 00:50:13are industrial processes that cannot
  • 00:50:18safely, every time, be operated remotely
  • 00:50:23without notice. So just be
  • 00:50:28aware of that. Thanks,

  • 00:51:08comments are being filed. Is Ross going to
  • 00:51:13refer these? The NOGRR and the NPRR are back
  • 00:51:16to OWG during this meeting,
  • 00:51:19or is Ross going to consider these comments themselves?
  • 00:51:31Yeah, Ricky, good question. And I appreciate the position
  • 00:51:35you guys are in. I know you discussed this for several
  • 00:51:39months to, you know, get to consensus and very much appreciate that.
  • 00:51:45I was just wondering from the discussion
  • 00:51:49of what, you know, Fred says that the ERCOT comments are
  • 00:51:52going to be included. I do feel like I could probably
  • 00:51:56use some input from OWG on
  • 00:52:00those before, you know, Ross takes

  • 00:53:00And in the example where this company has their load
  • 00:53:03shed table changed. Absolutely.
  • 00:53:06But their new load shed table represents their firm
  • 00:53:10load. And if we don't do this,
  • 00:53:14we are going to shed firm load
  • 00:53:18faster than we will if we don't do this.
  • 00:53:22And the reason is some
  • 00:53:26people are artificially keeping these loads
  • 00:53:30online so they can meet their load shed obligation
  • 00:53:34when they don't need to be online.
  • 00:53:36So we really need folks to think about what
  • 00:53:41their load shed obligation was before these large loads
  • 00:53:45came in, what it is after we have
  • 00:53:49this VECl in place.
  • 00:53:52But if we don't do this, we are going to shed
  • 00:53:56grandma faster than we would shed grandma anyway.
  • 00:54:00And that applies across the entire grid.
  • 00:54:04So this is important to get this done.
  • 00:54:08And every day we don't have this in
  • 00:54:12effect, we are putting grandma at unnecessary
  • 00:54:16risk. Thank you,

  • 00:56:14update. Good morning, everybody.
  • 00:56:16PLWG met on September 24. Covered several items.
  • 00:56:20First off, I'll start off PGRR115, interconnection requirements for
  • 00:56:24large loads and modeling standards for loads 25
  • 00:56:27mw or greater. We did have comments. Several,
  • 00:56:31several commenters on this one. We reviewed Centerpoint energy comments,
  • 00:56:35Oncor comments, and ERCOT still Mills comments on
  • 00:56:39PGRR115. Discussion included various aspects of large load rules
  • 00:56:43and processes, including incorporation of large loads into QSA,
  • 00:56:47dynamic study requirements, deadlines for
  • 00:56:50LLIS process, and the inclusion of entities
  • 00:56:54into the LIS process, including,
  • 00:56:57for example, DSP's resource entities for co
  • 00:57:01located large loads of. We do anticipate
  • 00:57:04ERCOT reply comments to the
  • 00:57:07various comments that are out there. So PLWG did table
  • 00:57:11this one for further discussion.
  • Clip 12.2 - PGRR117, Addition of Resiliency Assessment and Criteria to Reflect PUCT Rule Changes PLWG Possible Vote
    00:57:18Next up we had PGRR117 on
  • 00:57:22the agenda, addition of resiliency assessment and criteria to reflect PUC
  • 00:57:26rule changes and LCRA did have reply comments
  • 00:57:31and discussion included use of impact and
  • 00:57:34duration where impact lightly encompasses magnitude,
  • 00:57:38frequency and duration of outages. And ERCOT intends
  • 00:57:41to propose an NPRR to address the process for
  • 00:57:45determining whether an upgrade that meets the proposed resiliency criteria
  • 00:57:49meet sufficient benefit to offset any insufficiency
  • 00:57:53of economic savings or reliability benefits.
  • 00:57:57So based on discussion, we did table this one for
  • 00:58:00next month.
  • 00:58:04So we did talk about this when NPRR1247 on congestion
  • 00:58:09cost savings test we did hear that ERCOT has
  • 00:58:12draft white paper out there, man. We heard
  • 00:58:16that ERCOT does plan to have reply comments at
  • 00:58:19the next PLWG meeting.
  • 00:58:27We do have this on the agenda. NERC topics Roundtable
  • 00:58:32these are NRC standards that impact transmission
  • 00:58:36planners. Two hot topics on the
  • 00:58:40NERC horizon is NERC SIP 14 which is physical
  • 00:58:43security, and NERC TPL zero zero eight which
  • 00:58:46is a brand new one on transmission planning performance
  • 00:58:50requirements for extreme weather. If you're tracking those
  • 00:58:53as a planner or for any other reasons, there are revised standards
  • 00:58:57posted out there for comments. I believe on both of these.
  • 00:59:01If you're interested, we have these on the agenda, but we
  • 00:59:04typically run out of time and table these items till we
  • 00:59:08have a little more time to cover them.
  • 00:59:11But they are worth noting that those are the happening.
  • 00:59:20So we did hear about our open action item related to PGRR107
  • 00:59:25review of load in the planning guide, revised as needed.
  • 00:59:29This is a Ross assignment to PLWG as an
  • 00:59:32action item to update the planning guide in references
  • 00:59:35of large load, big l versus little lithe
  • 00:59:40based on the RoS endorsed spirit 107 and
  • 00:59:44based on ERCOT comments, we did have desktop edits if you
  • 00:59:48recall from last meeting, and I
  • 00:59:52did present this at the September meeting and no one committed
  • 00:59:55to take this action item. So kind of looking for some,
  • 00:59:59maybe some discussion on it and guidance on
  • 01:00:02how to proceed with this one. I will
  • 01:00:06say I did hear, Katie, you mentioned the

  • 01:01:13Hi Katie. So ERCOT did have some internal
  • 01:01:17discussions on this. So ERCOT
  • 01:01:22Orkal can definitely put this on our to
  • 01:01:26do list, but at this time we are not
  • 01:01:30able to commit to a timeline that will be able to work
  • 01:01:33on this. So I did do a quick search on
  • 01:01:37where how many times this item load
  • 01:01:40appeared in both the planning guide and protocols.
  • 01:01:44So planning guide is more than 100 times and the protocols
  • 01:01:48is more than 4000 times. So it will require
  • 01:01:52some significant effort. So that is why ERCOT right
  • 01:01:56now cannot commit to a certain timeline.
  • 01:02:00But we also discussed this particular issue with our legal department
  • 01:02:05and the view showed that in
  • 01:02:08the interim, before this item is completely
  • 01:02:12fixed, we don't see significant legal
  • 01:02:16risk on that. But also we want to point out
  • 01:02:20that even though ERCOT at this moment cannot take immediate
  • 01:02:24actions on this, however, the rules does
  • 01:02:29allow market, participant and working groups to
  • 01:02:33act on this and file revision
  • 01:02:38request sooner. So that's what I
  • 01:02:41have for this topic.
  • 01:02:51King, thanks for the update and thanks for doing the preliminary
  • 01:02:55search to kind of give us an idea of the scope of the changes.
  • 01:03:07Dylan, do you feel like maybe folks
  • 01:03:10are on notice and taking this back to PLWG one more time might
  • 01:03:14elicit some response or some small group of folks that are willing
  • 01:03:18to help with this effort? You know, certainly any Ross
  • 01:03:22member is willing to help this effort, especially if you
  • 01:03:25were one of the ones that felt strongly about, you know,
  • 01:03:29aligning the use of this term. So I will

  • 01:03:59requested the action item put in here, I wanted to chime
  • 01:04:03in a bit. I appreciate what pink shared earlier,
  • 01:04:08and I think I feel okay with us waiting
  • 01:04:12for ERCOT to have it to get to that in that to
  • 01:04:15do list further down the road,
  • 01:04:19as long as it's kind of there available to us.
  • 01:04:22And that's why the action item will help us maybe six
  • 01:04:26months from now to remind us that, hey, this is pending and let's take up
  • 01:04:30the work. I see the less legal
  • 01:04:33risk, as mentioned earlier, less legal risk as mentioned earlier, the lesser legal
  • 01:04:37risk, as mentioned earlier. But it's in the longer
  • 01:04:41run. I think that clarity will definitely help, especially when
  • 01:04:44people have moved on and things have changed, times have changed.
  • 01:04:48One thing I would also suggest is as
  • 01:04:53we, or as ERCOT is looking at any other
  • 01:04:57planning guide changes for some other topics,
  • 01:05:01maybe that would be the opportunity to catch up some of the language
  • 01:05:05that's touched in that planning guide revision. So similar to
  • 01:05:09what was done here for PGRR107. So just,
  • 01:05:13just a thought that we don't have to take a holistic
  • 01:05:16approach. That is ideal. But I I see
  • 01:05:20the workload that it adds,
  • 01:05:24but you can take it piecemeal as you start working on future
  • 01:05:28language. That's all I would like to share.

  • 01:05:40Yeah, I just filed comments on an NPRR the other day,
  • 01:05:44and Corey was very good about making sure
  • 01:05:48that I had used the proper load and generation terminology
  • 01:05:53there with the capitalization. Given the size of
  • 01:05:56this project, maybe,
  • 01:06:00and I don't think we're in a huge rush, maybe that's the best
  • 01:06:03way to approach it. For the next six months or so, every time
  • 01:06:07there's a revision to any of the language, we do a
  • 01:06:11double check on the capitalization of those terms.
  • 01:06:14That wouldn't put a huge burden on anybody, and,
  • 01:06:17you know, we start to address the problem. Thank you.

  • 01:09:05it as an action item that we'll address over

  • 01:11:46go and look at that and review it. We haven't received any comments since posting,

    01:23:22Thank you. Yep. So we had a meeting
  • 01:23:25on September 16.
  • 01:23:28We started with procedure manual update.
  • 01:23:31That's the one that just been up from DWG.
  • 01:23:36So we can scroll through this item. Basically we just discussed
  • 01:23:39what's there, went through some
  • 01:23:43changes. Oh, one, one thing important from there,
  • 01:23:46Rockat updated vape and view DMV tools
  • 01:23:51with the new tests based on the changes
  • 01:23:55that were made to DWG manual. So these
  • 01:23:59are now available for testing if people are using these tools.
  • 01:24:04So next one was standards update based
  • 01:24:09on four quarter 901. NORC is working on updating
  • 01:24:13some standards. As a result, there are three standards
  • 01:24:17currently that been developed
  • 01:24:21and balloted. And so Mark Henry from Tre presented
  • 01:24:26the status of this standard. So the two, PRC 28 and
  • 01:24:30PRC 30 have been.
  • 01:24:33Have received sufficient votes to be approved
  • 01:24:37and it will go to FERC in that draft.
  • 01:24:40And then PRC was a bit.
  • 01:24:45Was not getting sufficient amount of votes because industry
  • 01:24:49had some disagreements with frequency write through requirements.
  • 01:24:52And so norcal technical conference as a
  • 01:24:56result updated the draft. And I believe this
  • 01:25:00had been voted on already
  • 01:25:05on September. Comments were due by September 30, but I'm not
  • 01:25:09sure if the voting happened yet or not. I haven't checked.
  • 01:25:12But yeah, Mark presented basically an update
  • 01:25:16on these three standards. We can go to next one.
  • 01:25:24Right. So Fred Huang from ERCOT presented
  • 01:25:28draft proposal for advanced grid support from
  • 01:25:32energy storage resources. So in other words,
  • 01:25:34that's termed grid
  • 01:25:38forming in some other areas. So they presented
  • 01:25:42a paper that defines
  • 01:25:45functional specifications and testing framework for
  • 01:25:49this advanced grid support from batteries. And also
  • 01:25:54NOGRR and PGRR drafts that will
  • 01:25:58be submitted will be posted formally in the
  • 01:26:02stakeholder process.
  • 01:26:05ERCOT said that they'll post in early October, but I'm not
  • 01:26:09sure it has been posted yet. So if somebody from ERCOT
  • 01:26:13knows any different, please chime in. At the
  • 01:26:17time of presentation, it wasn't posted yet and ERCOT was looking for
  • 01:26:21preliminary feedback from the stakeholders.
  • 01:26:26And next month, so this month already on October
  • 01:26:3011, when we have our next meeting, will have a combined
  • 01:26:34IBRWG DWG item
  • 01:26:38where ERCOT will present the
  • 01:26:42tests that will subsequently go
  • 01:26:46into DWG procedure manual. You know, once all
  • 01:26:49of this has been processed and approved by the stakeholders.
  • 01:26:54Next one.
  • 01:26:59So we had an item to discuss primary frequency response performance
  • 01:27:04from inverter based resources under deep curtailment and deep meaning,
  • 01:27:08like very low or all the way down to zero.
  • 01:27:12There are some limitations specifically from wind resources,
  • 01:27:16but ERCOT also seen
  • 01:27:21some performance issues, as far as I understood, from solar resources as well.
  • 01:27:25So at September meeting, Miguel from
  • 01:27:29Vestas presented on limitations that exist from
  • 01:27:32wind resources to provide VFR under deep
  • 01:27:36curtailment and we are currently seeking
  • 01:27:40feedback from solar oems as well to understand
  • 01:27:44what are the limitations. And then ERCOT,
  • 01:27:48once we discuss this sufficiently and understood
  • 01:27:51limitations from the technology perspective, ERCOT will have
  • 01:27:55some proposal of how to go about it. So the problem with this
  • 01:27:59is that first of all, it's a performance issue from PFR
  • 01:28:04during events and ERCOT expects certain performance.
  • 01:28:09And the other one is that this frequency responsive capability is counted
  • 01:28:13towards PRC and this is an important reliability
  • 01:28:17metric and if it cannot be assessed accurately,
  • 01:28:21it's an issue for ERCOT as well. So it needs to be dealt
  • 01:28:25with. We'll continue this discussion. Next one.
  • 01:28:32Yes, Steven provided an update on NOGRR245.
  • 01:28:36I think this is outdated now because it's been approved
  • 01:28:39at PUC. As far as I understand,
  • 01:28:42we'll continue having update on this item because there is a follow
  • 01:28:46up NOGRR that will be developed.
  • 01:28:49And then we had an item. It's the second time we're discussing this Rokov
  • 01:28:53and phase jump measurement item. So basically,
  • 01:28:56ERCOT is trying to understand how IBRs
  • 01:29:01or how different OEMs are measuring frequency,
  • 01:29:05measuring rate of change of frequency, and how they
  • 01:29:09will respond during events based on these measurements and align
  • 01:29:13that with evaluation that ERCOT will be doing
  • 01:29:16on day and during events. So now that there is
  • 01:29:19rock off writethrough phase jump right through requirement,
  • 01:29:23ERCOT wants to understand how to evaluate it during actual events and align it with
  • 01:29:28what inverter based resources are seeing and doing.
  • 01:29:32Basically our right now is that there is no one
  • 01:29:37method that all OEMs are using. They all use different methods
  • 01:29:41to calculate frequency and then to calculate Rokov if
  • 01:29:44even they do that. So ERCOT will
  • 01:29:48have to come up with they method. But they are trying
  • 01:29:51to understand what are limitations from OEM's perspective and
  • 01:29:57align they method with those limitations.
  • 01:30:01So we'll continue this discussion as well. Next one,

  • 01:31:37So PDCWG met last month, on September 18.
  • 01:31:40We had a very short meeting. The went over
  • 01:31:44the general archive frequency control metrics
  • 01:31:48and regulation reports, which is the data at the very end of this report.
  • 01:31:52We had a very brief update from Texas RE regarding
  • 01:31:56the bowser zero, zero one sar that's out
  • 01:32:00there to incorporate ESRs.
  • 01:32:03And then we did have two non
  • 01:32:07frequency events that we reviewed in one frequency event
  • 01:32:10that was reviewed during the closed portion of the meeting.
  • 01:32:14Nothing really stood out in any of those events as
  • 01:32:19extreme, pretty much the standard updates
  • 01:32:24or standard frequency events.
  • 01:32:27Historically, we've been getting less and less frequency events over time,
  • 01:32:30if you, if you paid attention. Ten years ago, we used to
  • 01:32:34get eight or nine of these a month. Now we're getting one a month,
  • 01:32:37maybe. And so nothing really stood out there.
  • 01:32:41And then I believe on the next slide we have, the INFR
  • 01:32:46was increased to 1551. Sorry, one more
  • 01:32:50slide. Sorry. There you go. And so
  • 01:32:53increased to 1552. Sorry. So we're
  • 01:32:58exceeding expectations there by threefold, essentially.
  • 01:33:02And that, with that, that's about all we had, really,
  • 01:33:05this month. The meeting for next month looks
  • 01:33:08very light as well. So at this moment, unless something
  • 01:33:14pops up. We are currently planning on canceling the October
  • 01:33:18meeting, but I would encourage everyone to attend the
  • 01:33:22IBR meeting next week regarding the frequency
  • 01:33:26change. With that, that's all I had. Any questions?

  • 01:33:54We can go ahead. Okay, so, good morning everyone.
  • 01:33:58So just a quick update for SSWG.
  • 01:34:01Last week we had our
  • 01:34:05two tuning sessions for the 24 SSWG one case build
  • 01:34:09and our business meeting last Wednesday. Everything went
  • 01:34:13well and the case build is almost completed. So just some
  • 01:34:18looking ahead for everybody. So,
  • 01:34:21SSWG and ERCOT, we do not see any delays
  • 01:34:25in the posting of our final cases.
  • 01:34:29The scheduled date is October 11, which is next Friday,
  • 01:34:32and that's the target date that we have for the final posting of our e
  • 01:34:36one cases. Along with the cases, ERCOT will also be posting
  • 01:34:40the tippet in the CR report. Once those
  • 01:34:43final cases are posted, then the next test for SSWG will
  • 01:34:47be to update the planning data dictionary and the contingency definitions.
  • 01:34:51And as of now, the final posting of those two items is scheduled for October
  • 01:34:5525, which is two weeks after the final posting of the cases.

  • Clip 18 - Operations Training Working Group OTWG Manuel Sanchez
    01:35:37Perfect. Good morning everyone. My name is Manuel Sanchez
  • 01:35:40and this is going to be a quick update from
  • 01:35:44OTWG and the task forces within
  • 01:35:48that group. So, as some of you may be aware,
  • 01:35:52aircraft operator certification exam has been temporarily
  • 01:35:55suspended due to some issues with testing centers.
  • 01:35:59So a notification was sent to the market participants
  • 01:36:03on September 9 about the exam being suspended.
  • 01:36:07Erica is currently working to resolve any issues related to the
  • 01:36:12test for the certification. Once that issue has been resolved,
  • 01:36:16ERCOT will send that complete notification when the
  • 01:36:20issue is being completed and tests will be resumed.
  • 01:36:23At this point, we don't have any additional details concerning
  • 01:36:28the update of this issue. Next slide
  • 01:36:31please. Are there any questions on the operator certification
  • 01:36:35examined?
  • 01:36:38Looks like we're good. All right, let's go to the next slide.
  • 01:36:41All right, so as you also may know, we have.
  • 01:36:46We are preparing for the annual ERCOT Blackstar
  • 01:36:49training seminar. Just as a reminder,
  • 01:36:53the seminar is scheduled to start on October 15
  • 01:36:57through November 21. This seminar will
  • 01:37:01correspond to two sections that will provide
  • 01:37:04cehs for all market participants with NERC
  • 01:37:07certification. The first portion is a computer
  • 01:37:11based training that is being released that corresponds
  • 01:37:15to seven continuing education hours for all operators
  • 01:37:19who are participating on the training,
  • 01:37:23as well as an in person session related to simulation
  • 01:37:26exercises that is going to happen from Tuesday
  • 01:37:31afternoon all the way through Thursday afternoon.
  • 01:37:35The simulation in person simulation will correspond
  • 01:37:39to the additional I think it's 20 hours worth of cehs.
  • 01:37:44It is important to be present for each
  • 01:37:47day and complete the documentation in order to get the full
  • 01:37:51cehs for that day. There are partial
  • 01:37:55credit allocated. So as long as you are
  • 01:37:59attending for the full day of that
  • 01:38:03section, you should be able to receive some CHS,
  • 01:38:07the CH or, I mean the CBT
  • 01:38:11or the computer based training. It's typically
  • 01:38:14released every Monday afternoon for those market
  • 01:38:19participants who registered the week prior.
  • 01:38:22So if you have any questions or any issues with the computer
  • 01:38:26based training, please contact the service desk@ercot.com
  • 01:38:30and they can help you or point you in the right direction
  • 01:38:34of what actions you need in order to get the computer based training
  • 01:38:38access. Any questions on the upcoming ERCOT
  • 01:38:41Blackstar training?

  • 01:38:52So this is more as an information.
  • 01:38:55Also, there was an interest from market
  • 01:38:59participants to include ERCOT
  • 01:39:02TSP IRL training. There is. There has been an
  • 01:39:06initial discussion to identify the
  • 01:39:10objectives and the initial process to develop
  • 01:39:14this training. So ERCOT is currently working with
  • 01:39:18within the OTWG to identify
  • 01:39:22the objectives, the different topics, and also
  • 01:39:25potentially will require a participation from other
  • 01:39:30pos that can provide an overview of
  • 01:39:34how their process is in relation to how they address IRL
  • 01:39:38exceedances. Since this topic is
  • 01:39:43specifically sensitive for TOS, this content
  • 01:39:46is going to be available only for TOS. There is an initial
  • 01:39:49discussion also to identify when
  • 01:39:53or what cycle training may may fall under and
  • 01:39:57if would be part of any other existing cycle
  • 01:40:01training for ERCOT. So this is an early discussion. There's still
  • 01:40:05more details to come, but at least the development
  • 01:40:09and identification of the content for this topic
  • 01:40:13is being in progress. As we
  • 01:40:17know more details from the development, we will communicate to
  • 01:40:20all market participants accordingly. Are there any questions
  • 01:40:24in relation to this new business?

  • 01:41:13Blackstart Working Group met on September 19.
  • 01:41:16It was a closed session. Meeting only
  • 01:41:20had five topics, so we discussed Deers and how we could utilize
  • 01:41:24them during and for a black start event. There was a roundtable
  • 01:41:28question answer session between the working group, deers and ERCOT.
  • 01:41:32Additional information will get provided in
  • 01:41:36the in the near future. Second one,
  • 01:41:39we're at the preliminary stages
  • 01:41:43of a NOGRR for satellite phone requirements.
  • 01:41:47The working group gave all the participants in the
  • 01:41:50closed session a copy of the NOGRR and asked them to review
  • 01:41:55it, add to it, and then bring all comments and concerns
  • 01:41:58back at the next Blackstart working group meeting.
  • 01:42:02After that, there was a vote on the chair and vice chair,
  • 01:42:05so Derringer remains chairman and Alex Lee from ERCOT
  • 01:42:08will remain vice chair. Then there was also
  • 01:42:12mention of Blackstar. Plans are due on November 1. And then last
  • 01:42:16the next meeting will be December 11. Again, it is a closed session,
  • 01:42:19so an NDA is required. That is all I had. Is there any questions?

  • 01:45:35notices sent out on the membership registration process
  • 01:45:39and payment of fees. And then we're going to be
  • 01:45:42going into the elections. And the date of record this
  • 01:45:47year is November 1.
  • 01:45:49Friday, November 1. And so the elections will commence on that
  • 01:45:53following Tuesday, November 5.

  • 01:49:39that we were going to look at just the planning guide as
  • 01:49:43noted here in the action item already, and that will
  • 01:49:47just be at some point in the future. And in the meantime,
  • 01:49:50this will be the plan, correct? Yeah.
  • 01:49:53So as far as PLWG is concerned, yeah, planning guide. But since
  • 01:49:58Ping mentioned looking at the protocols
  • 01:50:02and perhaps you guys capturing that
  • 01:50:06and anything that gets newly filed. Didn't know if you
  • 01:50:10wanted to somehow make reference to that here as well.

  • 01:50:48not. We don't have the same concern about little G and Big G.

  • 01:51:02things change with. Yeah. How things changed with batteries going
  • 01:51:06into RTC. So I think that was more of an isolated
  • 01:51:10issue. Okay, great. Thanks for
