The TAC workshop in June discussed PRS more fully, and it was decided that PRS will continue. There was discussion at both of those meetings about a protocol revision to allow PRS meetings to be cancelled, if warranted. There likely would not be many cancellations, but meetings like the December meeting might be potential candidates for future cancellations because of the timing of advancement for any recommendations – PRS likely would meet again in January before recommendations would advance.   4)    Project Update a)    ERCOT <a style="color: #0563c1;" href="https://www.ercot.com/files/docs/2022/09/15/PRS_September_2022_Project_Update_Revised.pptx">presentation</a> posted and given. b)    FFRA and Firm Fuel are on track for the October 13th release. Folks will be asked to update their current operating plans that evening so that everything is clean for the next operating day. c)     There are some potential enhancements planned for outage scheduler. i)      ERCOT was asked whether they were open to holding a workshop to discuss this topic. They are willing to see whether there is a time to do this and to consider what the agenda should be. ii)    It also was suggested that ERCOT should find an internal resource or issue an RFP to get someone who can help create the optimal experience and integrate it into the QSE and TO systems. ERCOT agreed that this idea is in line with their process, but did not commit to an external resource. d)    They also presented some IA variances.   5)    Urgency Vote (Vote) a)    SCR823, ERCOT Mass System “County Name” File Updates for Texas SET V5.0 Implementation (Waive Notice – Possible Vote) i)      Notice was waived via separate ballot. ii)    This was sponsored by Texas SET. It is intended to alter labelling of ESIID’s regarding county level, for the Lubbock transition and the upcoming Texas SET 5.0. This will aid in the functionality of the transition by allowing it to occur around times of weather disconnect moratoriums. iii)   Granted urgent status and recommended for approval on the combo ballot   6)    Review PRS Reports, Impact Analyses, and Prioritization (Vote) (*) denotes no impact a)    NPRR1084, Improvements to Reporting of Resource Outages, Derates, and Startup Loading Failures* i)      Endorsed with the revised IA and forwarded to TAC on the combo ballot b)    NPRR1118, Clarifications to the OSA Process* i)      Endorsed and forwarded to TAC on the combo ballot c)     NPRR1128, Allow FFR Procurement up to FFR Limit Without Proration i)      The IA should be available next month. ii)    Tabled on the combo ballot to wait for the IA d)    NPRR1139, Adjustments to Capacity Shortfall Ratio Share for IRRs i)      Endorsed and forwarded to TAC on the combo ballot e)    NPRR1140, Recovering Fuel Costs for Generation Above LSL During RUC-Committed Hours i)      ERCOT’s expectation is that this would go live the day after Commission approval. ii)    Endorsed and forwarded to TAC on the combo ballot f)     SCR820, Operator Real-Time Messaging During Emergency i)      This is a phased project with cost range of $750k to $1.25M. The variation comes from whether ERCOT internal or external resources are used, and how the interface is built. ii)    Endorsed and forwarded to TAC via separate ballot g)    SCR821, Voltage Set Point Target Information for Distribution Generation Resource (DGR) or Distribution Energy Storage Resource (DESR) i)      The IA should be available next month. ii)    Tabled on the combo ballot to wait for the IA   7)    Revision Requests Tabled at PRS (Possible Vote) a)    Sponsored were asked to speak to the status of these revisions. b)    NPRR956, Designation of Providers of Transmission Additions i)      This has been tabled for 3 years. The 5th Circuit court issued an opinion regarding the legality of the statute and finding that the statute discriminated against interstate commerce. It has been sent back to the trial court for additional fact finding. The PUC has filed asking the court for more time for consideration. Therefore, the litigation is not resolved and this revision should be kept tabled. ii)    ERCOT comments will be submitted in the revision to summarize this information for the record. For now, since the statute has not been found to be unconstitutional, ERCOT will continue to act according to the requirements of the statute. c)     NPRR1067, Market Entry Qualifications, Continued Participation Requirements, and Credit Risk Assessment i)      This was drafted in 2019 after defaults in another market. ERCOT legal is working on drafting some comments to update and clarify the language. ii)    This is on the MCWG/CWG meeting next week. d)    NPRR1070, Planning Criteria for GTC Exit Solutions e)    NPRR1089, Requiring Highest-Ranking Representative, Official, or Officer of a Resource Entity to Execute Weatherization and Natural Gas Declarations f)     NPRR1126, Default Uplift Allocation Enhancement i)      This was sent to WMS and they voted to reject this revision. ii)    This was rejected via separate ballot g)    NPRR1132, Communicate Operating Limitations during Cold and Hot Weather Conditions h)    NPRR1138, Communication of Capability and Status of Online IRRs at 0 MW Output i)      NPRR1143, Provide ERCOT Flexibility to Determine When ESRs May Charge During an EEA Level 3 j)      NPRR1144, Station Service Backup Power Metering k)     NPRR1145, Use of State Estimator-Calculated ERCOT-Wide TLFs in Lieu of Seasonal Base Case ERCOT-Wide TLFs for Settlement   8)    Review of Revision Request Language (Vote) a)    NPRR1146, Credit Changes to Appropriately Reflect TAO Exposure i)      This was proposed by Rainbow Energy. This would address credit calculation issues related to DC ties. During WS Uri the DC ties were importing and were due payments, but because of a lag in the credit settlement, the DC Ties were receiving credit calls instead. ii)    Tabled and referred to WMS on the combo ballot b)    NPRR1147, Update and Improve Notification and Evaluation Processes Associated with Reliability Must-Run (RMR) i)      This was submitted by ERCOT to add a capacity thresh hold for RMR. ii)    Tabled and referred to ROS on the combo ballot c)     NPRR1148, Language Cleanup Related to ERCOT Contingency Reserve Service (ECRS) i)      ERCOT sponsored this to clean up protocol gaps that were discovered during system update work. This is necessary to implement ECRS. ii)    Recommended for approval as submitted and forwarded to TAC on the combo ballot   9)    Notice of Withdrawal a)    NPRR981, Day-Ahead Market Price Correction Process i)      This was withdrawn by Luminant.   10) Other Business a)    There will be another proposed NPRR and RMGRR needed to facilitate the Lubbock retail integration to alter language regarding Munis and coops that come into the market. These should be presented in the next month or so. b)    Austin Energy raised ECRS quantities associated with NPRR963. The ECRS values are/were carved out of the non-spin quantity. Per the latest ERCOT presentation this no longer seems to be correct. They asked ERCOT to bring back a presentation on this issue at WMS. ERCOT will address this when they bring back the ECRS methodology to WMS.   11) Adjourn
