Currently this ignores LMP’s and is calculated on a system-wide basis, so it compensates all capacity on the system instead of only correcting prices for those units that would have been deployed, based on location. This revision sends locational price signals as an indifference payment to the impacted resources.</span></p>

It was stated that transmission planning needs to continue to work at how to capture these extreme events. At some point the RDPA may become part of the transmission planning policy by request of the Commission. Therefore, this should capture the value of not having deliverable headroom due to transmission constraints during stressed conditions. The sponsors agreed that there are some unresolved questions there.</span></p>

He noted that what is trying to be achieved is disciplining the number of bids that don’t clear, asserting that it makes more sense to charge a bid fee, rather that add a fee onto bids that actually clear. ERCOT understood this perspective. Other stakeholders supported the idea of finding a way to minimize bids that won’t clear. The idea is that there is an intrinsic value to a bid, that where the 1 penny came from. The group then discussed whether this fee should be applied to all bids or only bids that don’t clear.</span></p>

While some account holders submit the maximum number of bids, there isn’t a specific group driving this. The group noted that another option could be to lower the number of maximum bids, and ERCOT noted that doing this would not require a system change.</span></p>

This is a viable option, but system changes would be required. ERCOT would have to trend data to determine the scope of those changes. One of those changes would be to break out multi-month bids into individual months. Also, Market Participants would have to submit credit differently, requiring a credit lock for each month. Another stakeholder pointed out that getting rid of six-month bids, could result in 6 individual month bids, which would help the issue, but ERCOT suggested that not all multi-month bids are 6-month bids.</span></p>

The prior language regarding reliability violations had several unintended consequences. There is also an ability built into the current version that allows a configuration to be determined useful for a period of time, allowing them to be set and left in place. It was noted that this occurs before SCED fails to dispatch. These issues aren’t assigned to CMWG and are being discussed at other working groups.</span></p>
