<img src="/storage/docs/2022/12/ros slide full 1202.png" width="60%" /> Agenda 1.     Antitrust Admonition   2.     Agenda Review   3.     Approval of ROS Meeting Minutes (Vote) a.     November 7, 2022   4.     Technical Advisory Committee (TAC) Update a.     TAC hasn’t met since the last ROS meeting.   5.     ERCOT Reports a.     Operations Report                                                  i.     The unofficial ERCOT peak load for the month was 66,110 MW and occurred on 10/12/2022, during hour ending 17:00. Prior to this year, the peak usage for the month of October was 65,304 MW set on 10/02/2019.                                              ii.     There were 10 frequency events.                                             iii.     There were 8 instances where Responsive Reserves was deployed.                                             iv.     There were 81 HRUC commitments.                                               v.     There were 17 days of congestion on the North Edinburg to Lobo GTC, 12 days on the Nelson Sharpe to Rio Hondo GTC, 11 days on the North to Houston GTC, 10 days on the West Texas Export GTC, 9 days on the Bearkat GTC, 7 days on the Panhandle GTC, 4 days on the Valley Export GTC, 4 days on the Wharton GTC, 2 days on the East Texas Export GTC, and 2 days on the Treadwell GTC. There was no activity on the remaining GTCs during the month.                                             vi.     There was 1 DC Tie Curtailment.                                            vii.     A PVGR Generation Record of 10,100 MW was set on 10/01/2022 at 11:03.                                          viii.     A PVGR Penetration Record of 24.99% was set on 10/01/2022 at 10:06. b.     System Planning Report                                                  i.     ERCOT published the CDR report on November 29th.                                              ii.     They anticipate publishing the long-term load forecast at the end of December or beginning of January.                                             iii.     ERCOT is currently reviewing proposed transmission improvements with a total estimated cost of $533.54 million as of October 31, 2022.                                             iv.     Transmission Projects endorsed in 2022 total $2.565 billion as of October 31, 2022.                                               v.     All projects (in engineering, routing, licensing, and construction) total approximately $11.093 billion as of October 1, 2022.                                             vi.     Transmission Projects energized in 2022 total approximately $1.198 billion (as of October 1, 2022). c.     Generic Transmission Constraint (GTC) Update                                                i.     This morning the Panhandle and Bearkat GTCs were updated. Both updates were triggered by additional units. The GTC limit for some priorities in the Panhandle decreased. For Bearkat, they have retired RAS and will use the static limit regardless of whether the area is under priority conditions or not.   6.     New Protocol Revision Subcommittee (PRS) Referrals (Vote) a.     NPRR1150, Related to NOGRR230, WAN Participant Security                                                i.     The NOGRR had been tabled for TWG review. They have a meeting scheduled for December 7th.                                              ii.     ROS voted to request that PRS continue to table this revision on the combo ballot.   7.     ROS Revision Requests (Vote) a.     Impact Analysis Review                                                i.     PGRR102, Dynamic Operation Model Improvement 1.     Endorsed and forwarded to TAC on the combo ballot.   8.     Revision Requests Tabled at ROS (Possible Vote) a.     PGRR073, Related to NPRR956, Designation of Providers of Transmission Additions b.     NOGRR230, WAN Participant Security   Break   9.     Operations Working Group (OWG) a.     <a style="color: #0563c1;" href="https://www.ercot.com/files/docs/2022/11/28/09.%20%20Operations_Working_Group_ROS_20221201.pptx">Presentation</a> posted and given by OWG leadership. b.     NPRR1070, Planning Criteria for GTC Exit Solutions (OWG/PLWG) (Possible Vote)                                                i.     NPRR1070 and the Commission’s approval of the new rule, which occurred yesterday, were discussed. ERCOT stated that they will re-start the discussion about this revision with stakeholders early next year.                                              ii.     Commenters pointed out that the Commission approved rule was effective immediately and asked whether there was a venue for discussion in December because the Commission directed ERCOT to resume evaluation of economic transmission planning immediately, using the generator revenue reduction test.                                             iii.     Commenters also raised the comments by Commissioner Glotfelty regarding a series of workshops around long term system planning including high voltage overlay and HVDC lines.                                             iv.     For this year’s RTP ERCOT won’t have time to incorporate the new rule.                                               v.     ERCOT has not had time to digest the rule changes.                                             vi.     ROS leadership asked ERCOT to come back with information to the January ROS regarding their review of the rule and plans to implement it, as well as how to move forward with NPRR1070. ERCOT agreed to bring information to that meeting.                                            vii.     Stakeholders asked ERCOT to bring information about the time line regarding use of the Generator Revenue Requirement test, and the development of the Congestion Cost Savings test. c.     NOGRR215, Limit Use of Remedial Action Schemes (OWG) (Possible Vote)                                                i.     This remains tabled pending anticipated comments. d.     NPRR1143, Provide ERCOT Flexibility to Determine When ESRs May Charge During an EEA Level 3 (OWG) (Possible Vote)                                                i.     ERCOT summarized the way it anticipates the allowable charging to work. OWG supports ERCOT’s latest comments. ERCOT spoke to summarize their comments, which was mostly to separate out the potential instructions that ERCOT might give, and what behavior was expected in response.                                              ii.     Some stakeholders expressed concern over the optics of this revision if charging were to be allowed during EEA.                                             iii.     Approved as amended by ERCOT’s 9/29/22 comments, via separate ballot. Several parties abstained or voted against the revision. e.     ROS leadership raised NOGRR226                                                i.     ERCOT filed comments on 11/30/22. They incorporated the up to 18 months required to install anti stall UFLS changes. They proposed an immediate implementation for some aspects of the revision, and at a second implementation in October 2023 for others, which allows time to perform the necessary changes.   10.  Performance Disturbance Compliance Working Group (PDCWG) a.     <a style="color: #0563c1;" href="https://www.ercot.com/files/docs/2022/11/30/10.%20%20PDCWG%20Report%20to%20ROS_120122.pptx">Presentation</a> posted and given by PDCWG leadership, which summarized content reviewed at the November meeting. b.     There were 2 Frequency Measurable Events in October. There were resources that did not perform as required, and commenters requested to know which resources didn’t perform by resource type or class. c.     Stakeholders brought up the ESR presentation and discussion that took place at the November meeting. This presentation highlighted a study done by ERCOT about lessons learned and measures that would correct the issues that were uncovered with the ability of resources to provide the services that they have bid to provide. The goal is to get some visibility at a higher level than the working group level. ERCOT may bring an update to a future meeting.   11.  Combo Ballot (Vote) a.     Ballot passed   12.  Inverter Based Resources Task Force (IBRTF) a.     Presentation given by iBRTF leadership. b.     Odessa update: The investigation of the event in June found that resources that tripped were made by 3 manufacturers. These manufacturers make about 60% of the inverters on the system.
