Agenda 1)    Antitrust Admonition 2)    ROS Update: a)    PGRR100 i)      Forwarded to TAC   3)    SSWG: Replace HWLL case with the High Renewable case during SSWG case builds a)    SSWG would like to replace the High Wind Low Load case with the High Renewable case and wanted to know whether PLWG has any issues with this.  This High Renewable case looks four years out. There was some question about how battery storage would be incorporated. SSWG leadership indicated that this was intended to be mostly solar and wind. b)    The hope is to update the procedural manual in time for the next ROS meeting.   4)    KTC- 15-6 RMR and MRA Services analysis for Batteries: a)    Draft NPRR: i)      ERCOT presented this at PLWG late last year and ERCOT legal is reviewing the draft language. They don’t have a time line to move this forward yet. ii)    MW threshold for RMR studies iii)   Modeling requirements iv)   RE owned transmission facilities statement v)     RMR schedule (business days vs calendar days) b)    Batteries for RMR and MRA services – update i)      Similarly, this is under internal ERCOT review. Hopefully this will be able to move forward this year. ii)    Reliability considerations iii)   Criteria   5)    PGRR101/NPRR1133 a)    The plan is to bring feedback to the June ROS meeting. ERCOT plans to have all of the Southern Cross related changes wrapped together by the end of August. b)    Clarify Responsibilities for Submission of Planning Model Data for DC Ties i)      The NPRR revision adds a paragraph to clarify that the actual model data is the responsibility of the DCTO and that they must submit it to ERCOT. ii)    PLWG will report to ROS that there was consensus to move these forward.   6)    NERC Standard FAC-002-4: Qualified Change for the purpose of Facility Interconnection a)    Information on this draft standard is available on NERC’s website <a style="color: #0563c1;" href="https://www.nerc.com/pa/Stand/Pages/Project-2020-05-Modifications-to-FAC-001-and-FAC-002.aspx">here</a>. NERC is moving away from using the term “materially modified” due to confusion with similar language in FERC LGIA language. The drafting team came up with “qualified change” for different types of facilities - generation interconnection, end-user facility interconnection, and for transmission connections. b)    The time line attached to approving and implementing this change is ~24 months, and is on target for November 2024. The first 12 months is to implement the R6 change, and the second 12 months after the R6 change is for other entities (generation and transmission owners, etc.) to be able to meet the new requirements once the definitions for “qualified change” are determined. c)     R6 Requirement Overview i)      This criterion was developed by looking at issues from across the country. ii)    This language requires each planning coordinator to create and maintain these definitions for “qualified changes”. d)    Next Steps i)      ERCOT will propose to develop these changes, but wants to bring them to PLWG for development prior to filing a revision. This time line is not set, but should be this year.   7)    Parking Lot Items: a)    NPRR 1070 - Planning Criteria for GTC Exit Solutions (Tabled pending ERCOT Rulemaking addressing economic projects) i)      The associated PUC rulemaking is likely to begin moving forward soon. b)    Review potential reliability benefits associated with DC Ties and assess if planning criteria changes are needed to realize those benefits.   8)    Adjourn
