ERCOT was hesitant to get into detail because the settlement discussions are only proposals, which can be complicated, and the negotiation is dependent upon people being willing to agree to consider certain things in future NOGRR’s, which is tricky. The Joint Commenters want to know with certainty what the process will be for all of their resources. ERCOT has a concern that units that are currently non-compliant are not made compliant through the stroke of this pen.
