They have a set of comments that they have drafted with additional edits that is undergoing review internally. b.     ERCOT had meetings with 3 of the 4 main OEM’s. They are trying to balance the real risk from ride-through inability that could lead to uncontrolled load shed with a potential resource adequacy risk. They agree that, by definition, Type 1 and Type 2 wind generation resources are not IBR’s. They are of different technologies that don’t have inverter components. However, those have shown difficulty riding-through. For Type 1 and Type 2, they agree that perhaps dynamic reactive resources, like stat coms or synchronous condensers, or co-located ESR’s, could be solutions. c.     The Type 3’s that have phase angle jump and multiple fault ride-through may need additional time to come into compliance. Some of this is because there is not a specific protection system for this. ERCOT has included a change to allow them up to December 31, 2028 to develop and test solutions. d.     Any other solutions that folks proposed should be able to meet the time frames specified and address ride-through. They do not support any permanent exemptions. e.     In response to requests at previous stakeholder meetings, ERCOT walked through 8 different WTG ride-through issue events that occurred in 2018 and 2019, before the PVGR-associated Odessa events. Some stakeholders responded by asking what EERCOT would find if they were asked to look at failures from thermal generation. ERCOT responded that it would be possible to do that analysis, but that they already analyze and follow-up with thermal units that trip as well. f.      There likely will be either a special ROS meeting in September for this issue or it will be granted urgency in September. This revision addresses high resolution data requirements around disturbance monitoring equipment. It offers clarification to the existing rules, and sets requirements to ensure the necessary data is available. They believe anything installed after 2017 should already be in line with these requirements. Some of these require fault recording equipment to align IEEE2800 and the current associated NERC draft standards, including PRC28. b.     SPWG has been doing a deep dive on these issues and they may reach out to IBRWG. ERCOT is looking for comments within the next month and hopes to have this approved by the end of the year. <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0in 1in; font-size: medium; font-family: Calibri, sans-serif; caret-color: #000000; color: #000000; font-style: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: auto; text-align: start; text-indent: 0px; text-transform: none; white-space: normal; widows: auto; word-spacing: 0px; -webkit-text-size-adjust: auto; -webkit-text-stroke-width: 0px; text-decoration: none;">  4.     PGRR109 a.     ERCOT briefly introduced this revision which is intended to improve the dynamic review process for IBR’s. The intent is to improve model accuracy and consistency. First, the revision requires all new IBR projects to go through a final round of review to evaluate the planned design (as studied) and as-built configuration (as part of Part 2 approval). Second, existing IBR’s will be required to go through a review process if they plan to modify the control settings associated with their plant. These changes both implement recommendations in the NERC Odessa Reports. b.     Stakeholders inquired about the need for change reviews for existing resources. ERCOT answered that NERC raised significant concerns about the fact that changes on the system were not being studied, and that there was need for more dynamic modeling. ERCOT is evaluating how the tools associated with these changes will look. c.     Some IBR owners raised the issue of being able to determine whether their change is going to affect they system, and the possibility of being able to temporarily test new IBR settings to ensure that the changes will have the results intended prior to fully implementing their changes. Essentially, they want some clarification on what the review process will be and whether it will be a full GINR review, as this would be very undesirable.  ERCOT answered that they would hold a kick-off meeting or workshop to help determine what this process would be. <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0in 1in; font-size: medium; font-family: Calibri, sans-serif; caret-color: #000000; color: #000000; font-style: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: auto; text-align: start; text-indent: 0px; text-transform: none; white-space: normal; widows: auto; word-spacing: 0px; -webkit-text-size-adjust: auto; -webkit-text-stroke-width: 0px; text-decoration: none;">  5.     Preliminary assessment of grid forming inverter-based energy storage resource (GFM-IBR-ESR) in ERCOT grid a.     ERCOT <a style="color: #954f72; text-decoration: underline;" href="https://www.ercot.com/files/docs/2023/08/11/GFM_ERCOT_IBRWG(08112023).pdf">presentation</a> posted and given, about grid forming (GRM) IBR-based ESR’s, and additional grid improvements needed, particularly in west Texas. The presentation covers their preliminary findings and different potential scenarios. b.     In their analysis, GFM technology did not reduce the dispatch stability limit, i.e., it didn’t show a negative impact on existing stability limits and GTC’s. They didn’t evaluate other improvements as part of this study. They view GFM as a new technology with potential, but it will not be a fix-all technology. They are trying to determine how it best fits into the system. Currently, they do not prohibit GFM, as long as the current requirements and standards are met. c.     Some stakeholders see ties between this technology and NOGRR245 and suggested that there should be a survey of the generators and OEM’s to evaluate the potential of this technology. <p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0in 1in; font-size: medium; font-family: Calibri, sans-serif; caret-color: #000000; color: #000000; font-style: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: auto; text-align: start; text-indent: 0px; text-transform: none; white-space: normal; widows: auto; word-spacing: 0px; -webkit-text-size-adjust: auto; -webkit-text-stroke-width: 0px; text-decoration: none;">  6.     IBRTF Remaining Work Items, Update a.     As a task force, IBRTF had very detailed tasks. However, some are to detailed for a working group.
