They purpose of this change is to rectify the as-planned, and as-built projects. The second requirement addresses existing IBR’s in operation, to put them through a review process if they are going to modify their control settings. This process is needed due to the unique characteristics of IBR’s. NOGRR245 is needed WITH some type of system strengthening project like the synchronous condensers that have been proposed.
