ERCOT presented MDRPOC methodology
Current process requires that changes to methodology go through market notice and 14-day comment period, generally after input from TAC, ROS, and WMS.
TCPA plans to work on an NPRR for process improvement.
Recommendations made to include the future trend of MDRPOC in the analysis and provide data on the use of other resources for cushioning.
5.3 - March Request Regarding RUC of Resource with Long Min. Run Time - Luis Hinojosa
Mr. Hinojosa discussed the manual RUC instructions issued by operators on March 4 and 5, explaining the considerations: 1) tight conditions of the Committed Capacity Margin (CCM) due to updates in unit COPs, 2) net load forecasts, and 3) available units with a short enough start time to address operator concern. .
Bill Barnes of NRG raised questions about whether the RUC engine considers the full cost of min-energy requirements for long min. run time units, receiving the answer from Dave Maggio that the RUC engine does not look at costs beyond the horizon of the study period
5.4 - Discuss Potential Changes to ECRS Deployment/Release Triggers for Summer 2024 - Nitika Mago/Luis Hinojosa
ERCOT is not considering changes for minimum ECRS requirements for 2024; focus is on changing when and how ECRS is released in real-time.
Manual ECRS triggers were not designed for scarcity days with limited dispatch capacity.
Three trigger options were proposed by the IMM, with a decision made at the 3/19 workshop to implement option two by summer 2024, namely releasing ECRS chunks based on a system power balance constraint violation of 30 MW for 10 consecutive minutes.
The trigger condition being considered is the ability to release SCED dispatchable ECRS up to 500 Megawatt chunks based on power balance penalty, wherein SCED base points are less than generation to be dispatched consistently for 10 consecutive minutes with a penalty value of 30 Megawatts for a total SCED-based generation.
Additional discussion included AS demand curves for RTC and consideration of when to release 500 Megawatts of SCED dispatchable ECRS.
Analysis was requested on alternative values based on the power balance violation and duration. Stakeholders expressed concerns about the NPRR's ability to address the underlying issue with how the ECRS market led to unusual conditions last summer and requested more analysis.
Suggestions were made to consider a price floor based on manual deployments to avoid price reversal and concerns were raised about the under generation trigger and the power balance penalty curve.
No vote taken, MPs wanted to take time between WMS and PRS to consider the issues.
ERCOT explained FFSS deployments as required by protocol.
ERCOT is preparing NPRR based on lessons learned for clarity around fuel restocking process, method of notification, HTO override, and resource availability
Some FFSS resources had issues coming online or staying online, will incur 90-day clawback charges. ERCOT will entertain stakeholder input on adjusting clawback structure and adding a sliding scale instead of a binary clawback.

NPRR1214 reliability deployment price adder fix was discussed, with hypothetical scenarios presented and request was made for more detailed examples using raw data.
Eric Goff requested analysis of total impacts of NPRR1214, such a study would be resource-intensive so ERCOT cannot commit to providing it in the near term.
Discussed ESR mitigation and explored the CAISO and NPRR826 frameworks
Discussed NPRR1198 and NOGRR258 congestion mitigation using topology reconfigurations with a consensus to return back to WMS, recommending endorsement with transparency issues resolved.
10 - Supply Analysis Working Group - SAWG - Kevin Hanson
Brattle presented the reference technology selection for the cone study.
Proposed technology for cone study: Proenergy GE LM6000PC with SPRINT. 8x0 configuration with 484 MW capacity, fired by natural gas with SCR, located in Harris County, utilizing well water.
Alternative technology proposed: PV + BESS Hybrid: 200 MW PV and 100 MW BESS with 2-hour duration storage.
Reliability standards scenario study discussion: Phase four modeling simulations completed, phase three simulations re-run due to software bug, expected results to be presented at the April 11th PUC open meeting.
VOLL study project updates filed March 14th, survey completion expected by the end of Q3 2024.
